The aim of PPS21 is to manage development in the countryside in a balanced way that protects it from uneccessary development whilst supporting rural communities.

The objectives of PPS21 are essentially to manage growth and achieve sustainable patterns of development that meet the needs of rural communities whilst conserving the landscape and natural resources of rural areas by protecting them from inappropriate and obtrusive development.

PPS21 also facilitates development neccessary to achieve a sustainable rural economy by way of farming diversification and other economic activity.
